Shannon Lavrin serves as the city manager for the City of Greenville, overseeing a $291 million budget and nearly 1,000 employees. With more than 20 years of municipal planning and administration experience, she is the city’s chief executive, responsible for carrying out City Council priorities and managing day-to-day operations. Lavrin is the first woman and first urban planner to serve as Greenville’s city manager. She played a key role in developing GVL2040, Greenville’s comprehensive plan centered on affordable housing, open space and mobility, and led the creation of the Greenville Development Code to align land-use policy with that vision. Her leadership extends to major civic projects, including the Honor Tower at Unity Park and the redevelopment of Mayberry Park.
