South Carolina House Tax Reform Bill a Promising Step for Small Business

NFIB, the nation’s leading small business advocacy organization, on May 7, 2025, praised the South Carolina House of Representatives for passing a tax reform bill that lays the groundwork for a simpler, fairer tax code — and a potential path to a 0 percent income tax rate.

House Bill 4216, passed this week, reduces the number of income tax brackets from three to two, establishing a 1.99 percent rate on income up to $30,000 and a 5.39 percent rate on income above that threshold.

The measure also sets a long-term path toward reducing and potentially eliminating the income tax rate over time as state revenues grow.

“This is a strong signal from the House that they are serious about pro-growth tax reform,” said NFIB State Director Ben Homeyer. “Small business owners have been asking for a simpler system that allows them to reinvest in their businesses, and House Bill 4216 is a major step in that direction.”

NFIB credited House leadership, especially Chairman Bruce Bannister and Rep. Brandon Newton, for championing the measure and keeping small business priorities front and center during tax negotiations.

The bill also maintains deductions for Social Security and military retirement income, helping ensure that retirees and working families continue to benefit from key exemptions.

In addition, officials said updated withholding tables are expected to reduce the state’s history of over-collecting from South Carolina workers’ paychecks.

The Senate is expected to consider similar tax reform legislation in the 2026 session.

“We applaud the House for moving boldly and responsibly to streamline South Carolina’s tax code,” Homeyer said. “This reform isn’t just good policy—it’s a down payment on a more competitive and opportunity-driven future for our state.”

Oldcastle APG Grows South Carolina Footprint With New  Lancaster County Operation

Building materials manufacturer Oldcastle APG, a CRH company, is growing its South Carolina footprint with a new operation in Lancaster County, bringing 30 new jobs to the area.

One of the largest manufacturers in the architectural products industry, Oldcastle APG offers a range of outdoor brands and solutions for residential and commercial spaces.

The company has over 230 facilities across North America, including nine in South Carolina.

Located at 1683 Rock Hill Highway in Lancaster, Oldcastle APG’s new facility will manufacture residential and commercial concrete building and hardscape products.

American Integrity Announces Launch of Initial Public Offering

American Integrity Insurance Group, Inc. announced Apr 29, 2025, it has launched its proposed initial public offering of 6,875,000 shares of its common stock, 6,250,000 shares of which are being offered by American Integrity and 625,000 shares of which are being offered by certain existing stockholders.

In addition, certain of American Integrity’s existing stockholders intend to grant the underwriters a 30-day option to purchase up to an additional 1,031,250 shares of common stock at the initial public offering price, less underwriting discounts and commissions.

The initial public offering price is expected to be between $15.00 and $17.00 per share. American Integrity intends to list its common stock on the New York Stock Exchange under the ticker symbol “AII.”

Officials said American Integrity intends to use the net proceeds from this offering for general corporate purposes, which may include contributing capital to its insurance subsidiary to support growth, as well as for the satisfaction of tax withholding and remittance obligations related to certain equity grants made in connection with the offering and for fees associated with the termination of its existing management services agreement.

American Integrity will not receive any proceeds from the sale of shares by the selling stockholders.

Keefe, Bruyette & Woods, A Stifel Company, Piper Sandler, and William Blair are acting as the active bookrunners for the proposed offering.

Citizens Capital Markets and Raymond James are acting as passive bookrunners for the proposed offering. Oppenheimer & Co. is acting as a co-manager for the proposed offering.
