Greenville City Council unanimously approved on first reading the annexation and rezoning of 12.85 acres at the historic Poe Mill site along Buncombe Road, plus 2.43 acres of adjacent right-of-way. The action would bring the property into city limits and support new community and neighborhood uses as part of the city’s growth and revitalization strategy.
The City Planning Commission held a public hearing on Sept. 3 and recommended approval by a unanimous vote. City Council is now considering the ordinance, which aligns with the City’s GVL2040 Comprehensive Plan goals: increasing population, affordable housing, transportation and mobility, open space and economic development.
Greenville’s history is closely linked to textile manufacturing. Former mills, including Monaghan, Brandon, and Mills Mill, have been annexed and redeveloped over the past two decades, supporting neighborhood revitalization, historic preservation, and population growth. The annexation of Poe Mill follows this trend, aiming to repurpose a once-industrial site for modern community needs while honoring its legacy.
A second and final reading is scheduled for Oct. 12. If approved, the property will receive municipal services and be included in City Council District 2.
