The Institute for Sustainable Infrastructure (ISI) awarded the City of Seneca’s Water Treatment Plant (WTP) Improvements the Envision Silver award in recognition of the project team’s dedication to sustainability. Harper Corporation’s Environmental Systems Division (ESD) partnered with Hulsey, McCormick & Wallace, The City of Seneca and Goodwyn Mills Cawood to complete this landmark project. This marks the third project in South Carolina to earn recognition from ISI, and the first to achieve a Silver award in the Carolinas.

Bryan Royal, Vice President, Environmental Systems Division, for the Harper Corporation commented, “The project team chose to pursue Envision certification for the Seneca WTP toward the end of the project when we realized how closely the design and construction methods aligned with Envision’s purpose. Sustainable construction methods not only provided the City of Seneca with an environmentally-friendly facility, but also saved time and money throughout the project. Collaborating with local stakeholders allowed certain aspects of the project to move forward and gave the community a finished product they are proud to live and play next to.”

In operation for decades, the Seneca WTP needed major improvements to continue providing high-quality drinking water and remain a positive fixture in the Normandy Shores neighborhood. During design, the project team incorporated feedback from the neighborhood association, Friends of Lake Keowee, leaders in the City of Seneca and other key stakeholders. Feedback included the need to reduce noise and light pollution, improve safety measures and upgrade the lakefront aesthetic of the plant. High priorities for the project team were removing chlorine gas from the treatment process and improving the plant’s aesthetic appeal in the neighborhood.

ISI’s Envision rating system evaluates projects based on sustainability and impact on the environment, community and economy. The system specifically rates a project along five categories: Quality of Life, Leadership, Natural World, Resource Allocation, and Climate and Risk. Throughout the improvements, the project team worked to uphold sustainability standards in each category. The end result of this collaboration and dedication to sustainability is a water treatment plant that not only serves the needs of the community, but improves worker and neighborhood safety, provides an educational space and does not detract from the natural beauty of Lake Keowee.
